Report on Ordinance

I have examined the accompanying Ordinance, entitled
An Ordinance to further amend the Post
Office Ordinance, 1887.
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
Object/and Reasons.
Section 2 of this Ordinance will enable the
Post Master General to recover double postage or
double the deficiency of postage in the cases mentioned
therein. At present the postmen, being chiefly Chinese
of the coolie class, are apt to deliver insufficiently
stamped letters expecting the recipient to pay double
the deficient postage demanded, but, in some instances
the recipients, having opened the letters, have handed
them
